Kathmandu Metropolitan City Misses Budget Deadline, Raising Concerns
Kathmandu, June 25 — Kathmandu Metropolitan City (KMC) has missed the legal deadline of Asar 10 to present its annual budget, while most other local governments in Nepal met this requirement on time. According to the Local Government Operations Act and the Intergovernmental Financial Management Act, all local governments must submit their budget for the next fiscal year by Asar 10.
Out of Nepal’s six metropolitan cities, KMC is the only one yet to present its budget. The other five — Biratnagar, Birgunj, Lalitpur, Bharatpur, and Pokhara — have already announced their plans. For example, Lalitpur Metropolitan City submitted a budget of Rs 7.47 billion for fiscal year 2025/26 just today.
The delay has caught public attention because KMC handles a bigger budget than some federal ministries. The city’s municipal assembly hasn’t met for a long time, and KMC has not made any official comment about why the budget is late.
Reports say the delay is due to a conflict between Mayor Balendra Shah and the Chief Administrative Officer, who was appointed by the federal government. There have been no meetings or discussions in KMC about policies, programs, or the budget. Similar delays have also been seen in a few other local governments.
