Nepal’s new policy now defines youth as people between 18 and 35 years old.

 Kathmandu, August 29

Nepal has updated its definition of youth in the newly approved National Youth Policy-2082 BS, setting the age range at 18 to 35 years.

Surendra Basnet, Executive Vice-Chairperson of the National Youth Council, said the change was needed to align with existing laws, since the Children’s Act considers anyone under 18 as a child.

The previous policy, National Youth Policy-2072 BS, defined youth as those aged 16 to 40. According to the 2021 Census, people in that age group made up 42.56% of Nepal’s population.

While the United Nations defines youth as ages 15–24, Basnet noted that the National Youth Council Act, 2072 BS still legally defines youth as 16–40 until the law is updated.

He also mentioned that although the youth policy is supposed to be revised every five years, this update comes after ten years.
